Covered queuing areas

I think we should have a covered queuing area for people stretching from the Cromwell Green entrance, along Abingdon Street to the Victoria Tower Gardens

This idea is important because it will reduce congestion in the area, ensure security is maintained and prevent people being made to stand in the rain.
